摘　　要：环境保护部近期发布了《排污许可证申请与核发技术规范钢铁工业》(HJ 846—2017)。该技术规范结合排污许可制度改革思路、顶层设计方案以及行业实际情况,明确了钢铁工业排污单位排污许可证申请与核发的基本情况填报要求,许可排放限值计算、实际排放量核算方法,以及自行监测、环境管理台账与排污许可证执行报告等环境管理要求。为规范钢铁工业企业填报《排污许可证申请表》及网上填报相关申请信息、指导核发机关审核确定排污许可证许可要求、保障钢铁行业排污许可制度顺利实施、加强行业环境管理和污染防治提供了技术支撑。The Ministry of Environmental Protection has recently issued Technical Specification for Application and Issuance of Pollutant Permit in Iron and Steel Industry （HJ 846 -2017）. Combined with the reform ideas of pollutant discharge permit system, the top layer design, and the actual situation of iron and steel industry, the technical specification brilliantly expounded the basic requirements of the application and issuance of pollutant discharge permit in iron and steel industry, the calculation of permitted discharge limits, the actual discharge accounting methods, self-monitoring, environmental management records, and implementation reports. The technical specification will play an active driving role in regulating enterprises in iron and steel industry to fill in the ＂application form＂ and relevant application information online, guiding the issuing authorities to audit the pollutant discharge permit, ensuring the smooth implementation of pollution discharge permit system, and strengthening the environmental management and pollution prevention in the industry.
