都市圈新城规划建设实效评估方法研究--以武汉城市圈为例

摘　　要：围绕科学测评都市圈新城规划建设实效的主题,基于传统城市规划实施评估方法,建立"总指标一二级指标一基本指标"的总体框架,在此基础上延伸构建新城规划建设实效评估指标体系。在定量方法方面,借助主成分分析(PCA)与关联分析等测评工具,从"增长度"和"协调度"两方面构建新城规划建设实效的测度模型,重点考察新城空间层面的"土地开发"及"要素集聚"在规模、质量、结构等方面的综合变动趋势及程度。选择武汉城市圈内五座新城为例进行实证研究,研究发现:①新城规划建设总指标得分差异显著,增长度水平偏低,协调度不佳;②新城二级指标中,"土地开发"得分普遍高于"要素集聚",体现出土地供过于求的问题。基于此,针对处于不同圈层的新城,从"规模"和"路径"两方面提出差异化的发展对策,为都市圈新城转型发展提供启示。The article expanded discussion on scientific assessment on actual effect of new town planning and development in metropolitan regions. It establishes a main framework called ＂overall index-secondary index-basic index＂ based on traditional assessment methods in city planning together with an assessment index system. In the aspect of quantitative analysis, the Principal Component Analysis （PCA） and Correlative Analysis Method was used to establish the measurement model from ＂growth degree＂ and ＂coordination degree＂, in order to reflect the comprehensive variation and degree of the ＂land development＂ and ＂Factors Ag- glomeration＂ of the new town in scale, quality and space structure. The article chose five new towns in Wuhan metropolitan area for case studies, which reflects the following facts： ①Obvious difference can be found between the overall index of the new town planning and development, with a low growth and coordination degree; ②The secondary index of ＂land development＂ is relatively higher than that of ＂factors agglomeration＂, which means the land supply exceeds the demand. Based on these facts, differentiated development strategies for new towns with different location was proposed in order to give inspirations on new town transformation in Wuhan metropolitan area.
