摘 要:水利水电工程EPC项目的评标决策关系着工程实施的成败。为解决目前普遍采用的综合评标法在处理随机性、模糊性和评价主体主观性方面的不足,对综合评标法进行改进,提出了折衷模糊决策模型。该模型根据定性指标与定量指标转化标准,将投标企业各指标平均得分三角模糊数化,得到量化模糊数,再利用招标人在评标办法中赋予各指标的满分标准,计算各投标方案隶属度的大小,隶属度越大,方案越优。案例结果表明,该折衷决策模型计算简便,具有一定的可行性和实用性。The decision and evaluation on bidding results determines the success and failure of project implementation of EPC program. To reduce the randomness, ambiguity and subjectivity in the process of comprehensive evaluation, improvements were made for the comprehensive evaluation method and a fuzzy compromise decision - making model was put forward. Based on the conversion standard between qualitative indexes and quantitative indexes, average score of each index was quantified to triangular fuzzy numbers for each bidder. Each bidding proposal's size of membership degree was calculated according to the given standard of full marks. The larger the membership degree is, the better the proposal is. The results show that this model is of certain feasible and practical.
