多元社会治理与经济增长是否实现了良性互动？--来自北京1995-2015年的经验证据

摘　　要：本文以北京为样本,基于1995—2015年时间序列数据,选取社会治理政府投入、社会组织规模和经济增长三个变量,运用协整检验、格兰杰因果检验、脉冲响应函数分析和方差分解等计量方法对多元社会治理与经济增长之间的关系进行探究。研究结果表明,北京多元社会治理与经济增长之间未实现良性互动,具体表现为:政府投入、社会组织规模对经济增长没有显著促进作用,经济增长对政府投入、社会组织规模的显著正向促进作用呈现出不同的阶段特征。为此,应当科学把握二者间关系以实现多元社会治理与经济增长之间的良性互动;增加政府投入水平,优化投入结构,充分发挥政府投入对经济增长促进作用;不断扩大社会组织规模,提高社会组织公信力,以有效释放社会组织对经济增长的推动作用。Take Beijing as an example,based on time series data from 1995 to 2015,this paper uses the Johansen co-integration test and the Granger causality test to analyze the relationship between multi social governance and economic growth. On the basis of this theme,it selects three variables of social governance of government investment,social organization scale and economic growth,and carries out the impulse response function analysis and the variance decomposition. The results show that there is no virtuous interaction between social governance and economic growth in Beijing. Specifically,government investment and social organizations have no significant effect on economic growth,and the significant positive effects of economic growth on government investment and social organizations have different stage features. Therefore,the paper puts forward countermeasures and suggestions as follows: government should realize the virtuous interaction virtuous multi social governance and economic growth,increase governance investment to take advantage of its multiplier effect on economy growth,and foster social organizations,in order to release their impetus to economy growth.
