城市社区有效治理的机制及其完善研究——以上海康城社区为例

摘　　要：通过拆违和环境综合整治、公共区域监控系统升级、邻里中心建设等一系列举措,康城社区完成了从盗窃频发、群租泛滥的治安薄弱社区到安全社区,从末端治理到前端治理的"华丽转身"。这一巨大变化的根本原因在于,康桥的实践契合了社区治理的基本规律,体现了精准治理、协同治理的治理理念,以及党建引领、政府治理、居民自治、市场调节、社会参与、法治保障的治理机制。康城社区有效治理最重要的经验和启示在于坚持和完善党的领导、共建共治共享。康城社区的未来治理,必须适应社区治理的发展趋势,推进社区治理社会化、法治化、智能化、专业化。Based on a series of measures including removing illegal buildings,improving comprehensively community environment,upgrading the video surveillance system in public area and building the neighborhood center,Kangqiao has made dramatic transformation from a unsafe,disordered and dissatisfactory community with frequent burglaries and inundant group-renting dwelling,into a safe,ordered and satisfying one with good security situation.The secret of Kangqiao's remarkable turnaround is that its practice agrees with the idea of modern governance and the effective mechanism of community governance.That is precise and collaborative governance led by Party building,cooperating with government governance,residents autonomy,market regulation and social participation,and guaranteed by legal system.The most important experience and revelation of Kangqiao's effective governance is upholding and improving the Party's leadership,co-building,co-governance and sharing.To meet the future governance challenges,Kangqiao must adapt to the governance trend of communities,promoting the socialization,legalization,intelligentialization and professionalization of community governance.
