台湾农会“三生”功能及对“美丽乡村”建设的启示

摘　　要：台湾农会是台湾农村绿色发展的内生动力,是和政府协同乡村治理的主体。探究台湾农会与"三生"农业的发展历程,可以深刻感知台湾农会的"三生"功能:领航生产企业化、推动生活现代化、倡导生态自然化,这和当前大陆美丽乡村建设的内容有颇多切合之处。台湾农会与农民之间的互利共赢也是二者"三生"生态网络构建的结果。对当前大陆的"美丽乡村"建设可以从加强农民合作组织的组织化程度、创建互利共赢的农组关系等方面得到若干启示。Taiwan's Agricultural Association is the endogenous impetus for rural green development in Taiwan,which works with the local authority in rural governance.This essay,by exploring the development history of Taiwan Agricultural Association and"Three S"policy,articulates the main function of"Three S"policy,which means guiding the enterprization of farming-related production,promoting the modernization of life style in rural areas,as well as advocating the naturalization of ecology,consistent with the current concept of Construction of Beautiful Villages in Chinese mainland.Additionally,the mutual beneficial cooperation between Taiwan's Agricultural Association and local farmers is also the result of the implementation of"Three S"policy.By learning the successful experience of "Three S",the Construction of Beautiful Villages in Chinese mainland might focus on strengthening the organizational degree of farmers' cooperative organizations,building themutual benefit and win-win relationship among farmers' cooperative organizations,and the like.
