摘　　要：地方政府执行过程涉及的主体有政府内部各层级不同的职能部门以及外部与政府联系密切的社会组织、企业及公众,如何实现各主体之间的多元互动、共同参与是提升地方政府执行力的关键。借助社会资本理论,在对政府社会资本的信任、规则、参与及关系网络四个维度进行分析的基础上,通过构建地方政府内外部社会资本影响执行力的分析框架,提出地方政府执行力提升的路径:一方面必须构建政府内部社会资本,理顺政府内部纵向、横向和斜向交叉职能部门间关系;另一方面要拓展政府外部社会资本,重塑政府与外部的公众、社会组织和企业间关系,最终实现多元主体协同治理。The main bodies involved in the implementation process of local government include the different functional departments within the government,the social organizations,the enterprises and the public closely connected with the government. In order to realize the interaction between the main bodies, the participation is the key to enhancing local government’s executive power. Based on the theory of social capital,the article analyzes the four dimensions of trust, rule, participation and relational network of government9＇ s social capital, constructs the analysis frame of impact of internal and external social capital on local government, executive power,and puts forward the path of building up local govern-ment ＇ s executive power. On one hand, it ＇ s necessary to build up the government ＇ s internal social capital and straighten out the relationship among the vertical, horizontal, and oblique and cross functional departments within the government. On the other hand, it ＇ s important to expand the government ＇ s external social capital and reshape the relationship between the government and the public, social organizations and enterprises to achieve the coordinated governance of various main bodies.
