摘　　要：在党的十九大报告中,习近平代表党中央提出实施乡村振兴战略,乡村振兴第一次被提升至国家战略高度。该战略同改革开放以来制定的"三农"政策相比,有七点创新与突破。它提出加快推进农村现代化,建立健全城乡融合发展体制机制和政策体系,第二轮土地承包到期后再延长30年;深化农村集体产权制度改革,健全农业社会化服务体系,加强农村基层基础工作和健全乡村治理体系,培养造就一支懂农业、爱农村、爱农民的"三农"工作队伍。这一系列创新与突破是站在中国特色社会主义新时代的历史起点上,依据社会主要矛盾的转化,针对农业农村农民面临的突出问题作出的规划设计,是具有鲜明时代性、强烈问题导向和明确目标导向的战略部署。In the report at 19th CPC National Congress on behalf of the Party Central Committee, Xduces the rural vitalization strategy that for the first time raises rural vitalization to the level of national strategy. Incomparison to the policies made since the reform and opening-up concerning “ agriculture, rural areas and rural people”, the rural vitalization strategy has seven innovations and breakthroughs. It proposes to speed up the modernization of rural areas, put in place sound systems, mechanisms, and policies for promoting integrated ral development, extend the second round of land contracts for anotlier 30 years upon expiration, press ahead withreform of the rural collective property rights system, improve specialized agricultiural services, strengtiien ices in rural communities and improve the rural governance system, and train professional rural who have a good knowledge of agriculture, love the rural areas, and care about rural people. These series of innovations and breakthroughs are designed to solve the eminent problems for agricultiure, rural areas and rural people according to the shift of the principal social contradiction at the historical starting point for the new era of socialismwitii Chinese characteristics. They are distinctly up - to - date, strongly issue-oriented, and clearly goal-directed strategic arrangements.
