依靠科技创新促进海南农业供给侧结构性改革的思考

摘　　要：农业科技对现代农业发展具有重要的支撑作用。海南是我国重要的热带特色农产品生产基地,但其农业科技对现代农业发展的支撑能力不足,科技创新能力不强。文章论述了科技创新在农业供给侧结构性改革中发挥的重要支撑作用,分析了海南农业科技创新存在的主要问题,探讨了构建海南农业科技创新体系的措施,如加大农业科技投入的力度、健全农业科技创新机制和加强人才队伍建设等,以期为科技创新促进海南热带特色高效农业向"王牌"转变发挥重要作用提供理论依据。Agricultural science and technology plays an important supporting role in the development of modern agriculture. Hainan Province is an important tropical characteristic agricultural production base in our country, but its ability of agricultural science and technology innovation is not enough to support the development of modern agriculture. It was expounded that scientific and technological innovation is an important supporting role in the agricultural supply-side structural reform. Main problems existing in the innovation of agricultural science and technology in Hainan were discussed. Three measures of constructing agricultural science and technology innovation system of Hainan Province were discussed, which include increasing investment in agricultural science and technology, improving the mechanism of agricultural scientific and technological innovation, and strengthening the construction of qualified personnel. These provided theoretical base for promoting tropical characteristic high efficiency agriculture to ＂trump card＂ agriculture by scientific and technological innovation in Hainan.
