摘　　要：绩效评价管理是全过程预算绩效管理的核心。为了做好江苏省农业科技自主创新资金设立10年来的绩效评价工作,绩效评价研究团队按照项目类型全覆盖的思路,按10%的比例进行抽样采集数据,研制了完成项目和在研项目两套指标体系,并通过问卷向项目实施单位和项目成果使用单位开展满意度调查。结合本次绩效评价,指出了指标体系、资料收集和评价机构等方面存在的问题,从绩效评价重要性、指标体系构建、评价范围确定、专业机构建设和评价报告应用等方面提出了提高专项资金绩效评价质量的对策。Performance evaluation management is the core of whole-process budget performance management. In order to evaluating the performance of Jiangsu Agricultural Science and Technology Innovation Fund for 10 years, the performance evaluation team made sampling to collect data at the ratio of 10% according to the strain of thought of whole coverage of project types. Two sets of index systems were developed, namely, completed projects and understudied projects, and satisfaction survey to project implementation units and project achievement use units carried out through questionnaire. The problems existing in terms of index system, data collection and evaluation mechanism were pointed out combining this performance evaluation. Countermeasures and suggestions for improving the quality of performance evaluation on special funds were put forward from the aspects of importance of performance evaluation, establishment of index system, determination of evaluation scope, construction of professional institutions and application of evaluation report.
