“支部建在研究室上”的创新实践——农业科研院所基层党组织建设模式探索

摘　　要：随着农业科技体制机制改革的不断深化,农业科研院所的党支部建设面临着新的挑战。党的十八大报告中指出,要创新基层党建工作,夯实党执政的组织基础。"支部建在研究室上"正是党支部组织形式的创新,不仅促进了党建工作与科研工作的紧密结合,增强了党支部的凝聚力和战斗力,还促进了青年党员思想素养和科研素养"双提升"。文章以中国热带农业科学院热带生物技术研究所"支部建在研究室上"的创新实践为例,探讨了进一步加强支部建设的途径,如围绕科研中心,强化支部政治和服务功能;完善工作机制,提高支部党内生活质量;建设骨干队伍,为支部工作注入原动力等,以期真正把支部建成凝聚党员群众的核心、教育党员的阵地、攻坚克难的堡垒。The Party branch of the agricultural scientific research institute is facing new challenges with the deepening of reform of agricultural science and technology system. The 18th National Congress of CPC pointed out that it is necessary to innovate the grassroots party building and consolidate the organizational foundation of the party in power. ＂Building the party branch in laboratory＂, a innovation of the party branch organization form, will not only promote the organic integration of party building and scientific research, enhance the cohesion and combat effectiveness of the Party branch, but also will promote ＂double upgrade＂ of ideological literacy and scientific literacy of young party members. Taking the innovative practice of ＂building the party branch in laboratory＂ in Institute of Tropical Bioscience and Biotechnology, China Academy of Tropical Agricultural Sciences as an example, ways of strengthening the construction of party branch were discussed, Including strengthening the party branch of political and service functions around the research center, perfecting the working mechanisms to improve the quality of party＇s life, constructing the backbone team to increase the source of power for the party branch. These will build the party branch into the core of condensing the party members and masses, the position of educating the party members and the strong fortress.
