摘　　要：20世纪80年代我国开始排污交易以来,作为节能减排的重要手段之一的排污权交易,在实践中暴露出很多的问题,也造成排污权交易的复杂性。文中围绕国内外排污权交易市场建设经验及对河南省的启示进行研究,期望探求出适合河南省的排污权交易机制和相宜的配套政策,以实现区域经济与环境健康和谐发展。Since the start of emissions trading in China in 1980s , as one of the most important means of energy saving and emission reduction,pollution emission trading exposes a lot of problems in practice,and also causes the complexity of emission trading. This paper focuses on the construction experience of domestic and foreign emission trading market and the inspiration for Henan Province, hoping to find out a suitable emission trading mechanism and appropriate supporting policies for Henan, so as to achieve the harmonious development of regional economy and environment.
