重大拆迁事件生成的社会逻辑及其治理——基于河南重大拆迁事件的考察

摘　　要：伴随着城镇化的快速推进,土地征收和房屋拆迁工作日益增加,在征地拆迁过程中,"暴力拆迁""违法强拆"等事件频频发生,成为政府和社会高度关注的议题。系统分析重大拆迁事件,可得知其具有个体冲突和群体性冲突并存、征收补偿问题仍是矛盾焦点、拆迁手段的多样化和抗拆手段的极端化、新媒体的介入加速事件的传播扩散等共性特征,同时也暴露出政府行为失范、司法救济不力、补偿机制不健全、公民话语权丧失、媒体监督作用有限等社会问题。妥善化解拆迁纠纷是当前推进社会治理的重要任务,需要政府、社会公众、媒体等多元主体参与,共同达成多方利益的协调平衡。The rapid development of urbanization is accompanied by a large amount of land expropriation and house demolition. During the process of land acquisition and demolition,"violent demolition "and "illegal demolitions"happened frequently. It has become a hot issue of the government and society. By sorting out the major demolition events in the past years,it can be seen that demolition has some common characteristics,such as individual conflict and mass conflict,the problem of compensation is still the focus of contradiction,diversification of demolition and demolition measures,new media intervention to accelerate the spread of events,etc. The demolition also reflects the social problems such as the misbehavior of the government,the weak judicial remedy,the insufficiency of compensation mechanism,the loss of citizen's right to speak and the limited role of media supervision. Reasonable resolve the demolition is an important task of the current social management innovation,need government,society,media such as the main body of public participation,mutual coordination and balance of interests.
