西部地区产业技术创新战略联盟运行绩效评价——基于Choquet模糊积分的实证研究

摘　　要：基于产业技术创新战略联盟运行的全过程(投入、运行和产出过程),将联盟运行绩效评价指标转化为联盟创新主体的效用指标,构建"基于主体效用的产业技术创新战略联盟绩效评价体系",即产业技术创新战略联盟运行绩效综合评价模型。根据评价模型收集了西部地区4个产业技术创新战略联盟涉及的29个创新主体的相关数据,采用Choquet模糊积分评价方法对2014—2016年西部地区产业技术创新战略联盟整体运行绩效进行评价,指出联盟运行过程中存在的共性问题,为后续的联盟运行机制改进提供决策依据。According to the entire operational processes of the Industrial Technology Innovation Strategic Alliance（ITISA）, we transformed operation performance assessment system into the alliance members＇ utility assessment system. We collected data from 4 ITISAs, which involving 29 innovation subjects in southwest region of China, in accordance with the alliances＇ performance evaluation indexes. Then using the method of Fuzzy Integration to appraise the operation performance of them. Finally, significant common problems were found in the operation processes of alliances, and we prepared governmental decision-making basis for the following design of alliances＇ operating mechanisms.
