摘　　要：根据中国制造业发展实际情况和培育具有全球影响力的先进制造业基地的目标与要求,构建由市场需求、资本、人力资源和技术、政策和制度等动力要素构成相互耦合的动力机制模型。在此基础上,提出以市场需求为导向有效供给优质的制造业产品、以创新为导向优化高端生产要素配置、构建实施创新驱动战略的政策制度体系三大实施建议,以促进实现制造业强国目标。According to the actual development of China＇s manufacturing industry and the objectives and requirements for fostering a globally influential manufacturing base, we build a mutually coupled dynamic mechanism model vdth market, capital, human resources, technology, policy and system,. Based on the above, we put forward three major implementation suggestions, including offering high-quality manufacturing products effectively based on market demands, optimizing the allocation of high-end production factors with innovation oriented, and constructing the policy system of implementing innovation driven strategy, so as to promote the realization of the goal of manufacturing power.
