粤港澳大湾区环境治理合作的回顾与展望  

Retrospect and Prospect of Cooperation on Environmental Governance for Guangdong-Hong Kong-Macao Greater Bay Area

摘　　要：粤港澳大湾区初步构建了政府间环境合作的行动框架,环境合作不断拓展和深化,并取得了显著的治理成效。环境合作的主要探索和经验是:制定区域规划引领大湾区环境合作;签署行政协议推动大湾区环境合作;构建组织机制保障大湾区环境合作;实施环保工程推动大湾区环境合作。但粤港澳大湾区环境形势依然严峻,政府环境合作面临许多困境。粤港澳大湾区环境合作的下一步行动是:粤港澳共同编制大湾区环境保护的总体规划,坚持区域统筹、流域统筹、陆海统筹,形成大湾区环境治理新模式;完善大湾区环境治理的合作机制,建立粤港澳大湾区委员会,加强专责小组的功能,完善联席会议制度;健全大湾区环境合作的利益协调机制、联防联控机制、陆海统筹机制、法制兼容机制;优化大湾区生态空间格局;深化大湾区水环境的合作治理和大气环境的合作治理。Guangdong-Hong Kong-Macao Greater Bay Area has primarily formed the framework for action on inter-governmental environmental cooperation. Now the environmental cooperation has been increasingly expanded and deepened and remarkable results have been achieved. In this process,the following attempts and experience on such environmental cooperation have been reached： formulate regional planning so as to guide environmental cooperation in Greater Bay Area; sign administrative agreement to push forward environmental cooperation in Greater Bay Area; build organization mechanism to guarantee environmental cooperation in Greater Bay Area; and implement environmental protection projects to promote environmental cooperation in Greater Bay Area. However,environment of the Greater Bay Area is still in grim situation and inter-governmental environmental cooperation is facing many difficulties. Therefore,future actions to be taken in Guangdong-Hong Kong-Macao Greater Bay Area are： Guangdong,Hong Kong and Macao jointly prepare the overall planning of environmental cooperation; adhere to coordinated development of regions,water basins,land and sea so as to establish a new pattern of environmental management in the Greater Bay Area; improve the mechanism of environmental cooperation,form a committee of the Greater Bay Area,strengthen the role of task force and improve the joint conference system; establish a sound interest coordinating mechanism,joint prevention and control mechanism,and land and sea coordinated development mechanism in the Greater Bay Area as well; optimize the pattern of ecological space in the Greater Bay Area; and finally deepen the cooperation in management of water environment and atmospheric environment in the Greater Bay Area.
