摘　　要：现象学作为一种哲学运动,首先标志着一种方法和思维态度,它对公共行政的影响,始自二十世纪六七十年代新公共行政的诞生,后现代公共行政的诸多经典理论均公开承认受到现象学的深刻影响。但是,目前学界对现象学如何影响后现代公共行政的阐释还较为欠缺。基于现象学和后现代公共行政理论的双重视域来看,公共行政的现象学方法的宗旨是在公共行政的各要素之间建立相互连贯的辩证联系,祛除公共行政的二分法模式;其基本原则是重视公共行政的意向性、境域性和流动的结构性,理论指向介于主体和客体之间、主体和主体之间、主体和自我之间;它注重考察事物的边缘域,关注那些易于被忽略的诸如过去、将来、境域、少数群体、深层意识等"不可见"因素与焦点事物之间的辩证联系,揭示公共行政的流动性、多样性、他在性的面孔,提倡更加多元、包容、一体的行政世界。As a philosophical movement,phenomenology marks,above all,a kind of method and an attitude of thinking. Its impact on public administration began with the emergence of new public administration in the 1960 s and 1970 s. Many post-modern classical theories of public administration also openly acknowledged that they were profoundly influenced by phenomenology. However,the interpretations of how phenomenology impacts the post-modern public administration are still relatively rare. Based on the dual views of phenomenology and post-modern public administration theories,phenomenological methods of public administration aim at establishing a coherent dialectical link between the elements of public administration,and eliminating the dichotomy pattern of public administration. Its basic principles attach importance to intentionality,context and flowing structure of public administration. Its theoretical focuses are between subject and object,between subject and subject,and between subject and self. It focuses on the edges of things,concerns the dialectical links between the focus things and those invisible factors which are easily overlooked( such as the past,future,context,minority and deep consciousness),and reveals the fluidity or diversity or alterity of the nature of public administration,so as to build a more diverse,inclusive,integrate world of public administration.
