摘　　要：由于我国反恐法治经验和原理认知不足、《中华人民共和国反恐怖主义法》实施及相关配套法规还不健全等原因,对于以"巨额反恐罚单"为代表的反恐法律责任的设置和追究能否造成"反恐法律责任泛化"现象的出现,进而可能对公民权益实现、国家反恐效率及社会平稳发展等造成负面影响等问题亟待厘清。In order to safeguard national security,public security and security of people's lives and property,it is a severe historical task to prevent,combat and punish terrorist activities. The promulgation of the Anti-terrorism Law of the People's Republic of China provides legal basis for preventing and combating terrorism. But due to the insufficiency in the experience of counter terrorism and understanding of rule of law on anti-terrorism,and inadequacy in the implementation and related laws and regulations,there emerges some huge anti-terrorism fines. This paper explores not only the likelihood of anti-terrorism liability generalization resulting from anti-terrorism liability setting and investigation,but also its negative impact on the realization of civil rights,efficiency of national anti-terrorism and the stability of the society.
