氮肥装置清洁生产水平评估的分析与实践——以资源能源利用指标为例

摘　　要：清洁生产水平评估需要以清洁生产标准、清洁生产指标体系为主要依据,并分别从理论值、清洁生产标准值、清洁生产指标体系值、文献报道值(如产业/发展规划值、单位产品消耗定额值、学术期刊/研究报告相关数据等)、企业最优值等方面进行指标对比以明确清洁生产潜力。通过对某氮肥装置(30万t/a合成氨装置采用英国ICIAMV工艺、52万t/a大颗粒尿素装置采用意大利SNAM氨汽提工艺)在资源能源利用指标方面的清洁生产水平评估的分析与实践,发现在资源能源利用指标方面,该套氮肥装置为清洁生产先进装置、Ⅱ级清洁生产水平,其相关的资源能源利用指标已达到并优于HJ/T 188—2006《清洁生产标准氮肥制造业》清洁生产一级水平或清洁生产二级水平,但与企业最优值和国内外先进值仍存在一定差距。In the cleaner product audit,the evaluation of the cleaner product level should be in the base of clean production standard and cleaner product index system.However,it also needs some other evaluation indexes,including the theoretical value,cleaner product standard value,the cleaner product index system value,the literature reported values（such as industrial development/planning value,the consumption norm for unit product and the related data in academic journals or reports）and the best enterprise value etc.,to find the gap and make sure the cleaner production potential.It takes a nitrogen fertilizer plant,which has a 300 000 t/a ammonia plant with the ICI-AMV technology and a 520 000 t/a large granular urea plant with Italy SNAM ammonia stripping process as an example to analyze the cleaner product level and practice in the evaluation in Resource and Energy Utilization Index.Through the analysis,it has been found that the resources and energy utilization indicators of the nitrogen fertilizer plant have become an advanced plant in cleaner product or reached the clean product level Ⅱ.While,some resources and energy utilization indicators have reached or better than the best level of the leaner product of Cleaner Production Standard Nitrogenous Fertilizer Industry（HJ/Y 188—2006）,however it still has certain gap with both the best enterprise value and domestic and international advanced levels.
