摘　　要：十九大报告指出,要"巩固和完善农村基本经营制度,深化农村土地制度改革,完善承包地‘三权’分置制度"。这是新一届中央领导集体关于乡村振兴的重大战略决策。农村土地"三权"分置改革在推进过程中还存在许多阻碍因素,应以稳定土地承包关系、鼓励农村土地规模经营、促进农村劳动力合理流动等为着力点,稳步推进。The 19 th National Congress of CPC reports pointed out that we should consolidate and improve the rural basic operation system, deepen the reform of the rural land system and improve the three rights division system of the contracted land. This is a major strategic decision on the revitalization of the country by the new central leadership. There are still many hindrance factors in the process of promoting the reform of the "three rights" division in the rural land. We should take steady efforts to promote the reform, with stabilizing the land contractual relationship, encouraging the scale management of rural land and promoting the rational flow of rural labor force as the focus points.
