农村水库移民土地流转现象研究——基于河南省七个移民新村的调查

摘　　要：以小浪底水库和南水北调工程的7个典型移民村为研究对象,通过问卷调查与访谈的方式分析7个移民新村土地流转的基本情况,发现水库移民土地流转存在程序不规范、持续性差、非自愿流转时有发生、大多通过集体统一流转、流转对象一般为公司制农业企业等现象。针对具体存在问题提出了对策与建议,旨在为推进移民村土地合理有序流转提供借鉴。Taking seven typical migrant villages in Xiaolangdi Reservoir and South-North Water Transfer Project as research objects,the basic situation of land circulation in these new migrant villages was analyzed through the way of observation and interview,it was found that there were phenomena in the land circulation of reservoir immigrants,such as non-criterion of procedures for the land circulation,poor sustainability of the circulation,the involuntary circulation from time to time,mostly with the collective and unified circulation,and generally transferring land to agricultural enterprises in the type of corporation system.According to these existing problems,some suggestions were put forward,to be used for a reference to promote the rational and orderly land circulation in migrant villages.
