On the System of Lao's Land Rights in Foreign Investments

摘　　要：土地权益政策是吸引外商投资的重要因素之一,老挝允许外商在本国取得土地租用权和特许经营权,以及对该两项权益进行转租或用于出资入股。老挝法律对外商取得土地权益的条件、方式和程序进行了明确,但在实际操作过程中存在多头共管、政出多门的弊端,表明该国外商投资土地权益制度不尽完善,这也使得当地群众与外商之间的土地纠纷日见增多。Land rights policy is one of the important factors to a t tra c t foreign investments. Lao government allows foreign investors to ob -tain land lease and franchise rights in its own country, and lease the rights to others or use for capi tal contribution. The laws regulate condi t ions, methods and procedures of land r ights, but malpractices like multi co-administrated and divided pol icies from various sources are found. So, i t shows that there are more and more land disputes between the foreign investors and local people due to the im-perfect system of Lao^ land rights in foreign investments.
