摘　　要：上海优化营商环境要以提升行政效率和行政透明度、降低行政收费"两高一少"为抓手,进一步推进政府工作的公开透明,提高行政效能,体现政府职能转变的实效,培育良好的投资环境和城市竞争力。因此,上海优化营商环境的衡量标准就是要根据行政效率、行政透明度、行政税费的改善,努力建立法治化、国际化的营商环境。To improve the business environment in Shanghai,we should enhance the efficitransparency of administration, reduce the administrative fees and charges, further promote the transparency and efficiency of government work,realize the transformation of government functions, to form a good investment environment and improve urban competitiveness. Therefore, the criterion of optimizing business environment in Shanghai is to establish the business and internationalization by the improvement of administrative efficiency, administrative transparency and administrative tax.
