摘　　要：地方财政科技计划项目在地方科技创新驱动发展中起到了重要作用,制定出更加合理的绩效评价体系能够提高项目实施成效,增加科技管理部门对项目的可持续性支持。阐述了地方财政科技计划项目绩效评价的现实意义,对绩效评价体系构建的原则、方法及指标设计进行分析,以江西省实施的2个绩效评价为例,说明绩效评价体系的建立及优化过程。通过研究,按照绩效评价体系构建原则,提供操作方便、实用、有效、可靠的绩效评价体系供科技管理部门参考。Local financial science and technology projects have played an important role in the development of regional science and technology innovation. The effective performance evaluation systemcan improve the performance of the project and increase the project′s sustainable support. This paperexpounded the practical significance of the performance evaluation in local financial science andtechnology projects. At the same time, it analyzed the principles, methods and index design of performance evaluation system. Finally, it took two performance evaluations of jiangxi province as an example to illustrate the establishment and optimization process of the performance evaluation system.According to the construction principle of the performance evaluation system, the research provided aconvenient, practical,effective and reliable performance evaluation system for the scientific andtechnical management department.
