摘 要:[目的/意义]对公益类科技情报(信息)机构绩效评价进行研究,建立科学合理的公益类科技情报(信息)机构绩效评价指标体系。[方法/过程]论述了公益类科技情报(信息)机构绩效评价的现状、问题及难点。根据平衡计分卡理论,实施专家调查,依据德尔菲法原理及模糊数学隶属度分析确定评价指标体系,并采用专家评价法对该绩效评价指标体系进行赋权。[结果/结论]分析显示该绩效评价指标体系具有较好的导向作用,有助于提升机构能力,实现机构使命和目标。[Purpose/significance]The paper is to research performance evaluation of public welfare scientific and technical infor-mation institutes, and construct reasonable performance evaluation index system. [Method/process ]The paper discusses the status and problems of performance evaluation of public welfare scientific and technical information institutes. According to balanced score card theory, it implements expert investigation, adopts Delphi method and fuzzy membership degree analysis to establish evaluation index system, and utilizes expert evaluation method to determine weights of performance evaluation index. [Result/conclusion]The result shows that performance evaluation index system has a good guiding role, which can improve the organization’s abilities, so as to realize organization’s missions and goals.
