宁夏涉葡土地流转情况调查与分析

摘　　要：为切实摸清宁夏涉葡土地流转情况和存在的问题,开展了宁夏葡萄基地土地流转情况调查。调查结果表明:宁夏葡萄基地土地流转主要有出租、转包、转让、互换、股份合作、订单收购6种类型,其中出租和转包为最主要的两大形式,分别占50.1%和27.1%;涉及农村土地的占68%,涉及国有农林场土地的占32%。一般情况下,酿酒葡萄每年流转费为7 500~12 000元/hm^2左右;鲜食葡萄基地多租用农民的熟地,每年流转费用在9 000~13 500元/hm^2。文章最后分析了涉葡土地流转中存在的问题,并提出相应的对策建议。In order to obtain the situation and some questions about farmland transfer of grape industry in Ningxia, an investigation had been taken. The result showed that there are 6 types of farmland transfer of grape base, including land rent, land contract, land transfer, land swap, joint-stock cooperation and order-to-payment. Among them, land rent and land contract accounted for 50.1% and 27.1% respectively; 68% of farmland transfer involved rural land, while 32% involved state-owned agricultural and forestry land. In general, farmland transfer fees of wine grape reached 7 500~12 000 yuan/hm^2,and that of table grape reached 9 000 ~13 500 yuan/hm^2. In addition, the problems were analyzed and related countermeasures were proposed.
