摘　　要：我国宏观经济政策正转向供给侧结构性改革,水利改革必须落实和体现这一改革要求。对水利供给侧结构性改革的宏观背景和理念转变进行了阐释,按照供给侧结构性改革的理论内涵和现实要求,结合水利工作的特点,提出改革的基本范畴、重点问题和关键环节,并尝试提出改革方法论的初步框架。The macroeconomic policy at national level in China is systematically turning to supply-side structural reform,and the relevant reform of water management should be implemented.The macroscopic background and idea transformation of the supply-side structural reform in water management are discussed.Based on the essential requirements of the theories and practices of the supply-side structural reform and by combining with the characteristics of water management itself,the fundamental category and the key issues and links are proposed,and some suggestions about the method for the reform are put forward.
