英国大学风险防控机制分析——以牛津大学为例

摘　　要：完善高校内部风险防控机制,是提升高校内部治理能力的重要手段。为了规避高校内外部的诸多风险,英国政府在国家层面上构建了拨款、立法和评估三位一体的高等教育外部监控体系,同时经由高等教育基金委员会要求高校应用风险管理理论和方法,推动其内部风险防控建设。牛津大学内部风险防控机制主要包括风险目标的设定,识别、评估和应对风险因素,建立风险信息交流与协商平台、全面监控与审查风险因素等,由此形成防控合一的运行机制。基于"机制五要素"进行分析,英国大学内部风险防控机制具体表现在权责明确、程序严密、信息透明、内部监控、追究问责的方面,对于我国高校在"双一流"建设下完善风险管理具有重要借鉴意义。Enhancing the internal risk prevention and control mechanism in colleges and universities is an important means to improve the internal governance ability of colleges and universities. In order to avoid many risks inside and outside the university, the United Kingdom has built a trinity system of external monitoring of higher education with funding, legislation and assessment at the national level. At the same time, Higher Education Funding Committee England requires universities to apply the theories and methods of risk management to promote their internal risk prevention and control. Taking Oxford University as a typical case, we analysis its internal risk prevention and control mechanism. It can be found mainly including risk target setting, identify, assess and respond to risk factors, establish risk information exchange and negotiation platform, comprehensive monitoring and review of risk factors and so on, which form a combination of prevention and control of the operating mechanism. More specifically, five aspects of UK universities＇ internal risk prevention and control mechanisms： clear rights and responsibilities, rigorous procedures, transparent information, internal control and accountability, which is of great significance for colleges and universities in our country to perfect risk management under the background of ＂Double World-Class＂ construction.
