政策工具视角下温哥华冬奥会大众身体活动促进政策分析及启示  

Analysis and Enlightenment of Physical Activity Promotion Policy of 2010 Vancouver Winter Olympic Games under the Perspective of Policy Instrument

摘　　要：以大型综合性体育赛事为杠杆,促进大众体育活动参与,是赛事举办地目标任务之一。利用承办2010年冬奥会的契机,加拿大温哥华市出台了多项身体活动促进政策。通过对于温哥华市身体活动促进政策分析表明,政策工具结构单一,彼此间缺乏互动,未能聚焦目标问题。因此,温哥华市并没有通过举办冬奥会实现提高大众身体活动水平的既定目标。为此,我国借助2022年北京冬奥会实施大众冰雪运动促进政策,需注重3个方面问题:1)注重政策的系统性与前瞻性;2)注重政策工具结构;3)注重政策工具的连续性与统一性。Promoting physical activity is one of aims for the host city to hold the sports events by making full use of large-scale complex sports events. Through 2010 Winter Olympic Games, Vancouver introduced several physical activity promotion policies. By analyzing Vancouver policies, the structure of policy instrument was single and there was a lack of interaction with each other, so the target problem was not accurately focused. Therefore, Vancouver has not realized the agreed targets. With the help of 2022 Beijing Winter Olympic Games, physical activity promotion policy should focus on such following key points as the systematic and foresight of policy, the structure of policy tools and the continuity and unity of policy tools.
