摘 要:当前,基层医疗人力资源的不足限制着我国分级诊疗制度的落地:基层医务人员无论是在数量上还是质量上都难以满足分级诊疗的需求,导致基层首诊难以实现。一方面,优质医疗人力资源大量集中于城市医疗机构;另一方面,分级诊疗基层首诊所需的全科医生严重短缺。为化解这一矛盾,全国多地采取了建设"医联体"的手段刺激当地现有医疗人力资源的流动,以期逐步实现医疗人力资源的有序下沉。经过对山西省高平市"医联体"建设情况的实地调查,发现这一手段对于提高"医联体"内医疗人力资源利用率方面的作用确实值得肯定,但受区域空间因素限制,当地基层医疗人力资源质量事实上并没有明显改善。基于此,大专家.COM作为国内首家医学教育平台突破了空间、时间、机构间对于医疗人力资源的限制,吸纳了我国最优质的医疗人力资源(包括69位中国工程院和中国科学院医学领域院士在内),采取"互联网+医学教育"方式,利用技术手段面向全国医生建立"医生云",实现了"医生与医生"之间的时时交互,能够切实结合实践提升医生医技水平,在一定程度上优化我国现有医疗人力资源质量,助力全科医生培养。Currently, the shortage of medical human resources at the grass - root level restricts the landing of the hierarchical diagnosis and treatment in China. It is difficult for grass - root medical staff to meet the needs whatever quantity or quality of hierarchical diagnosis and treat- ment, so lead to grass - root first diagnosis is difficult to achieve. On the one hand, high quality medical manpower resources are concentrated in city medical institution. On the other hand, there is a serious shortage of general practitioners to meet the needs of first diagnosis at the grass- roots level. To dissolve this contradiction, it has adopted the means of building "medical alliance" to stimulate the flow of local medical human resources in many places in China and gradually carry out orderly subsidence of the medical human resources. Through the field survey of "med- ical alliance" construction in Gaoping city of Shanxi province. We find that it really worth affirmation of improving human resources utilization rate in "medical alliance" through this way, but it is restricted by regional spatial factors. It has not obvious improvement in local grassroots medical human resources quality in fact. Dazhuanjia. COM is the first domestic medical education platform that breakthrough the limit of space and time, organization for medical human resource. Absorb the most high - quality medical resources in our country ( including 69 academi- cians from Chinese Academy of Engineering and Medicine Academy of Sciences, Chinese) . The way of "Intemet plus medical education", build of "doctors cloud" which faces to nationwide by technology, to promote the level of medical doctors' medical technical level. Optimize our existing medical human resources quality fundamentally help general practitioner training.
