引入存量调查改进外商直接投资统计的思路

摘　　要：随着国际贸易投资规则的变化和我国外商直接投资的发展,外商投资企业在国内的经营对外资存量的影响逐步扩大,仅仅观察我国实际利用外资的流量和存量总额已经不能满足研究外资经济和制定外资政策的要求。在借鉴国际相关统计标准、结合我国利用外资实践、梳理我国外商投资统计体系的基础上,本文提出了引入存量调查改进我国外商直接投资统计的思路——与《中国国际投资头寸表》按资产负债原则编制的直接投资负债形成互补,依托存量调查,采用方向原则,提供按境外投资者和实际控制人分别统计的中国双边内向直接投资存量。按照该思路实施的"中国外商投资存量调查"将丰富我国外商直接投资统计的数据资料。As the development of foreign direct investment and the change of the international trade and investment regulations,the operation of foreign direct investment enterprises has great influence on the foreign direct investment storage in China. It is not enough to observe foreign direct investment inflow for the need of research and police requirement. The paper proposed a methodology,which is on how to carry out storage investigation of foreign investment. And under the directional principle,the methodology can also accounting inward foreign direct investment storage bilateral,by using direct investor and ultimate beneficial owner,as a complement the International Investment Storage Sheet which is compiled under the Asset/Liability principle,is proposed to improving the statistical system of foreign direct investment in China. The investigation on foreign investment storage has already carried out complying with this methodology. It will enrich the statistics on foreign direct investment in China.
