摘　　要：两岸经过30多年的交流合作,两岸人民往来与经贸合作已经密不可分,两岸关系继续和平发展符合两岸民众的利益和愿望。然而2016年民进党上台后,两岸关系和平发展的政治基础受到破坏,两岸两会无法恢复协商,两岸经济关系的制度化进程受阻。这种形势下需要以新思路、新途径建构新时代两岸产业合作的新机制、新模式,促进两岸产业融合发展,共建两岸现代化经济体系,提升两岸人民的长远福祉。因此,"两岸跨界融合新模式"是在两岸特殊的政治经济背景下具有可操作性的新模式,它可以在真正意义上实现"以企业为主体、市场为导向、产学研深度融合"的两岸经济合作创新发展体系。Because the DPP came to power in 2016 and Cross-Strait was unable to resume negotiations,the process of institutionalization of Cross-Strait economic relations was hindered. Under the new situation,new ideas and the new mechanism are needed for the new approach to the construction of a new era of Cross-Strait industrial cooperation,which can promote the development of Cross-Strait industry integration,build cross-strait economic system modernization,enhance the long-term well-being of people on both sides. This paper puts forward the Cross-Strait cross-border integration model which is a feasible design under the special political and economic background,and the new mode of operation will realize the innovative development system of Cross-Strait economic cooperation,which is enterprise oriented,market oriented and industry university research deeply integrated.
