摘　　要：国际产能合作是基于国际产业分工与产业发展的全球化内在需求,通过国际贸易、国际投资、国际开发合作等方式,将产业发展布局从一个国家或地区转移扩展至另一个国家和地区,重构全球产业链、价值链与资本链,实现生产要素在全球范围内的重新配置组合。四次国际产业转移大浪潮表明,通过国家间及区域间的产能合作有助于帮助后发展中国家推进工业化进程,促进先发展中国家产业结构优化升级,实现合作共赢,再造全球经济增长新引擎。在＂一带一路＂建设中,中国倡导的国际产能合作是国际分工、全球化的必然选择,符合全球化进程中国际产业转移的一般规律,开创发展中国家国际开发合作新模式,推动形成发展中国家的＂新经济地理＂。该文在研究国际产能合作规律、趋势的基础上,提出了＂一带一路＂建设中推进国际产能合作的政策建议。International production capacity cooperation is an inherent demand for international division of labor and industry development based on globalization.Through international trade,investment and development cooperation,the distribution of industry development transfers and extends from one country or region to another country and region,restructuring the global industry chain,value chain and capital chain,and achieving reconfiguration the combination of factors of production in the global scope.The four wave of international industrial transfer shows that capacity cooperation between different countries and regions helps to assist developing countries to push forward the industrialization process,to promote the optimization and upgrading of the industrial structure of developing countries,to achieve win-win cooperation and rebuild the new engine of global economic growth.In the Belt and Road construction,the international production capacity cooperation that China advocated is the inevitable choice of international division of labor and globalization,which is consistent with the general rules of international industrial transfer in the process of globalization.In the meanwhile,developing countries create a new model of international development co-operation,promote the formation of new economic geography all over the world.Based on the study of rules and tendency of international production capacity cooperation,policy recommendations are put forward to promote international production capacity cooperation in The Belt and Road construction.
