摘　　要：借鉴国外先进理念和经验,开展了对独立第三方事故调查分析机制的探索,并对80起事故进行了调查分析:设立了第三方独立事故调查分析机构,建立了稳定的事故调查队伍;提出了石油化工事故调查分析程序和根原因分析方法,保证了事故调查工作的标准化,提高了事故调查的系统性和分析的深度;建立了化学事故物证鉴定与重构平台,保障了事故调查结论的科学性。通过第三方独立事故调查分析机制的建设和实践,保障了事故调查结论的科学性、客观性、权威性,取得了良好的效果。Based on advanced fi）reign ideas and expe- riences, this paper explored the mechanism of inves- tigation and analysis of independent third party acci- dents, and investigated and analyzed 80 accidents： a third party independent accident investigation and a- nalysis institution was set up and a stable accident in- vestigation team was established; petrochemical acci- dent investigation and analysis program and root cause analysis method to ensure the standardization of accident investigation and improve the systematic in- vestigation of the accident and the depth of the estab- lishment of a chemical accident evidence identifica- tion and reconstruction platform to protect the scien- tific conclusions of the accident investigation Through the construction and practice of the third party inde- pendent accident investigation and analysis mechanism, the scientific, objective and authoritative con- clusions of the accident investigation are guaranteed and good results have been achieved.
