摘  要:水权质量与水资源效率是公平与效率的关系以水权质量作为地区水资源配置合理性的指标,从理论上证明水权质量会影响水资源效率,结合中国目前的用水现状构建水权质量评价指标体系,运用SBM方向性距离函数结合Meta-Fronitier-ML模型测算在污染减排约束下的水资源效率,并将水资源效率分解为共同前沿和群组前沿下的技术效率和技术进步,以及测算技术缺口比率、潜在技术变化和纯粹技术追赶。通过构建水权质量影响水资源效率及其分解项的计量模型,采用动态面板的系统GMM估计水权质量影响水资源效率的程度和作用机制。研究表明:水权质量的提高对水资源效率提升具有显著的正向作用,主要通过影响技术进步、缩小技术缺口比率降低技术追赶成本等方式作用于水资源效率的提升。Along with economic development and population growth,increasing demand for water resources in human society,serious ecological environmental problems such as pollution,fresh water resources are rising to the position of strategic security among the countries in the world.Taking water quality as a regional water resources allocation rationality index,theoretically proved that water quality will affect the efficiency of water resources,constructing the evaluation index of water quality of water combined with the current situation of China,using water resources efficiency distance function combined with the Meta-Fronitier-ML model in pollution reduction under the constraints of the SBM direction,and the efficiency of water resources is decomposed into metafrontier and group front under the technical efficiency and technological progress and measuring technology gap ratio,the potential of technological changes and pure technological catch-up,through the construction of water quality influence water resources efficiency and econometric model decomposition,GMM dynamic panel estimation using water quality effects.The research shows that the efficiency of water resources water quality has positive effect on the efficiency of water resources,mainly through the impact.Technological progress,narrowing the technology gap ratio and reducing the cost of catching up technology play an important role in promoting the efficiency of water resources.
