论国家治理视域下的档案行政执法体制改革

摘　　要：档案行政执法体制改革不仅是依法治档的重要组成部分,也是推进国家治理体系和治理能力现代化的现实需要。当前,国家治理背景下的档案行政执法被赋予了新的内涵:执法主体多元化、执法方式多样化、执法理念开放性。在档案行政执法体制改革的过程中,应当把握的原则性和框架性的内容是:构建权责清晰、协调配合的档案行政执法体系;推进档案执法重心下移,实现档案行政执法的合法性;完善档案行政执法有效监管体系;建设高素质的档案行政执法队伍。The archives administrative law enforcement system reform is not only an important part of archives management according to law, as well as promoting national governance systems and governance capacity modernization. The current reality, including archives administrative enforcement of national governance under the background of new connotation： diversified law enforcement, law enforcement mode diversification, the concept of law enforcement in the process of law enforcement open.In the process of administrative law enforcement system reform in the archives should grasp the principle and framework of the content is： the construction of responsibility clear, coordination of the administrative law enforcement system of archives; promoting the archives law enforcement center of gravity, the legitimacy of administrative enforcement of archives law; perfecting the effective supervision system of administrative enforcement of archives law; the construction of high-quality archives administrative law enforcement team.
