摘　　要：阐述浙江省依托科技创新券助推"双创"发展的主要模式和特点,探讨浙江省科技创新券推进"双创"发展的作用机理,包括吸附机理、整合机理和激活推理。在此基础上进一步从资源供给侧及需求侧改革角度分析浙江省科技创新券推动"双创"发展的作用途径。探讨分析浙江省推广应用科技创新券优化科技资源配置、深化产学研合作,有效推动"双创"的实践原理和成效。Tis research illustrates the major characteristics of promoting the development of “double creation” by innovation voucher through such aspects as the institutional arrangements of science and technology into the innovation, the market as the guide for optimal allocation of scientifc and technical resources, and strengthening management by integrating the service and the supervision; it also discusses the function mechanism of promoting “double creation” development by innovation voucher in Zhejiang province through the absorption mechanism, integration mechanism and activating mechanism the innovation voucher has on the innovation resources; and it also analyzes the action and roles of ways to boost the development of “double creation” by innovation voucher in Zhejiang province from the aspects of reforming as resources supply and demand. Thus, the research discusses and analyzes optimal allocation of scientific and technical resources and deepening the cooperation of “industry-university-research” by developing and applying the innovation voucher in Zhejiang province to promote efectively the practice principles and results of “double creation”.
