摘　　要：浙江省委省政府出台的《浙江省小城镇环境综合整治行动实施方案》中提出,为提高管理水平,建立健全小城镇环境综合整治长效管理机制,鼓励有条件的小城镇积极开展智慧城镇建设。本文在总结浙江省智慧小镇实践经验的基础上,提出了"两阶段、三步走"的浙江省智慧小镇建设步骤,构建了包含基础层、平台层、应用层、展现层的智慧小镇总体框架,给出了分级分层推进智慧小镇的建设思路,制定了流程规划化、运营维护专业化、综合执法制度化及企业考核自律常态化的智慧小镇长效管理机制。The ＂Implementation Plan for Comprehensive Environmental Improvement of Small Towns in Zhejiang Province＂ introduced by Zhejiang provincial party committee and provincial government has proposed to build and perfect the long-term management mechanism of comprehensive environmental improvement of small towns and encourage the qualified small towns to actively launch the construction of intelligent towns in order to improve the management level. Based on the summarizing of practical experience of intelligent town in Zhenjiang province, this article has put forward the construction steps of ＂two stages and three steps＂ of the intelligent town, constructed the general framework of intelligent towns that includes base layer, platform layer, application layer and presentation layer, offered the construction thinking to promote intelligent towns by grading and layering, and formulated a long-term management mechanism with programming flow, professional operation, systematized law enforcement and autonomic and normalized enterprise assessment.
