摘  要:治理术这一概念由福柯于20世纪70年代末提出,其含义为"政府治理的艺术",进而阐发成治理术理论。治理术理论从治理理性与治理技术两个维度对现代治理行为进行解读,关注政府权力行使方式与自治行为的内在关联,以及主体塑造与国家构成形式的有机互动。本文采用治理术的理论视阈来分析英国社区治理的经验及其对中国的启示。英国社区治理的有效开展离不开政府对自身角色的反思、重塑与合理的定位,具体表现为:对政府-社区关系的反思与政府职能的理论建构(治理理性);以政府权力行使方式、监管方式的创新为核心特征的"远程治理"的出现(治理技术)。文章提出从治理理性的反思与治理技术的创新完善两个方面来推动我国社区治理中政府角色的转型与重构。The concept of governmentality is first developed by French philosopher Michel Foucauh in the late 1970s. It is generally understood as "the art of government". Governmentality interprets modern governance activities as combinations and interplays of government rationality and government techniques. The theory is widely used to analyze the connections between the techniques of power and techniques of self, and the constitution of subjects and the formation of the state. This research focuses on the practices of community governance in the UK and its implications for China, and adopts governmentality as theoretical framework. In the UK, community governance is characterized by the self-reflection and remodeling of government' s roles and functions. This embodies in: the construction of theories on government functions based on the reflection of government- community relationships(government rationality), and the creation of a series of techniques that enables "governing at a distance" (government techniques). We conclude by proposing suggestions on restructuring government functions in community governance in China.
