摘　　要：厘清数据开放环境下政府数据治理的概念体系与内涵有助于把握当前政府数据开发利用的发展趋势与面临的主要问题。通过信息管理与数据治理概念演进轨迹追踪与内容比较,旨在明晰数据治理的概念框架,重在从作用对象、技术辐射与业务活动、参与主体、风险应对以及组织文化等角度全面阐述政府数据治理的内涵。同时,从数据治理环境的错综复杂、治理边界的扩张延伸以及治理主体调整改变和法规制度完善重构等角度详尽分析了数据开放环境下政府数据治理的内容体系与特殊性,并指出当前面临的主要问题与应对对策。In open government data environment,sorting out the concept,system and connotation of data governance is helpful for understanding the current development trend and main problems faced by the government data development and utilization.By concepts tracking and development comparison between concepts of information management and data governance,this paper aims to define theconceptual framework of data governance,focusing on the connotation of government data governance by views from the scope of objects,technical impacts and business activities,stakeholders,risk response,and organizational culture.Meanwhile,this paper also analyzes the main content and specificitiesof government data governance in detail in open data environment from multi-perspectives,such as complicated environment,boundary extension,adjustment of multi-subject and reconstruction of laws and regulations in the course of government data governance,then points out the main problems and countermeasures at present.
