公共图书馆在国家文化精准扶贫中的社会效用及实现模型

摘　　要：文化精准扶贫对于推进国家公共文化服务体系建设、构建和谐社会具有重要意义。文章探讨了公共图书馆在国家文化精准扶贫中的社会效用:参与和开展文化精准扶贫是公共图书馆义不容辞的社会责任;公共图书馆通过开展文化精准扶贫而拓展自身的服务领域,彰显和提升社会正义价值;公共图书馆开展文化精准扶贫是自身诸多优势的体现。在此基础上,构建了公共图书馆实现文化精准扶贫的模型,总体由"精准识别"、"精准帮扶"、"精准管理"、"精准考核"四大部分构成,并借助于大数据技术、电商平台而实现。Cultural precise poverty alleviation has great significance for prompting national public cultural service system＇s construction and harmonious society structuring. Public library is one of important battle fields for developing cultural precise poverty alleviation, also the scholars have carried out the relevant research ＆ practice and made definite achievements. The so- cial avails of public library for national cultural precise poverty alleviation are mainly as three aspects： Participating in and de- veloping cultural precise poverty alleviation is public library＇ s compelling social obligation; Public library expands service area itself, manifests and prompts social justice value by launching cultural precise poverty alleviation; Public library develops cultur- al precise poverty alleviation is reflection for superiorities itself. Based on this, the implementation model of public library for na- tional cultural precise poverty alleviation is constructed. The model is made up of four parts as a whole： ＂Precise Recognition＂, ＂Precise Assistance＂, ＂Precise Management＂, ＂Precise Examination＂. The model realizes its functions by virtue of Big Data technology and Electronic Commerce platform.
