摘 要:以1994—2015年我国部委及以上级别部门发布的216项风电产业政策为研究对象,采用负二项回归估计模型研究产业政策和区域创新环境对风电企业创新绩效的影响。研究结果表明:风电产业综合政策对企业创新绩效具有正向影响;单一产业政策对微观企业创新绩效的传导效果受到区域创新环境影响而存在显著差异,且作用于不同所有制企业的创新绩效也存在明显差异。本文建议应根据区域创新环境和企业类型差异,实施差别化的创新驱动产业政策,从而使产业政策更好地服务于风电企业创新绩效提升。Based on the 216 wind power industry policies issued by country's departments at the ministerial level and above from China economic transition period till now (from year 1994 to 2015). This paper employed the Negative Binomial Regression Estimate Model to research the impact of industry policies and regional innovation environment on the innovation performance of wind power enterprises. The research results show as follows: the comprehensive effort of industry policies has a positive effect on innovation performance of wind power enterprises. The transmission effect of the single wind power industry policy on the innovation performance of micro - enter- prises is affected by the regional innovation environment and there are significant differences, and the effect of the single wind power in- dustry policy on different ownership enterprises'innovation performance also has significant differences. This paper suggests that indus- trial policies should be based on the regional innovation environment and the enterprise type difference, to implement differentiated in- novation - driven industrial policies, so as to make industrial policy better serve the improvement in the innovation performance of wind power enterprises.
