国家扶贫开发政策对工业企业全要素生产率存在溢出效应吗?

摘　　要：研究目标:检验国家扶贫开发政策除了按其政策本意推动"三农"发展外,能否"一石二鸟"地对贫困地区的工业部门产生积极的溢出效应。研究方法:本文以工业企业全要素生产率为切入点,依据国家调整扶贫开发工作重点县的准自然试验,利用双重差分模型验证,考察国家扶贫开发政策对其溢出影响。研究发现:(1)国家扶贫开发政策对贫困地区工业企业全要素生产率提升具有正向溢出效应;(2)国家扶贫开发政策能够通过提高劳动能力、增强规模经济效应以及促进创新三条路径来提升企业全要素生产率,小规模企业和民营企业在以上三条路径中更受青睐;(3)国家扶贫开发政策推行能吸引全社会资本集聚,退出却会引发民间资本撤资行为,企业全要素生产率也呈现倒退迹象,其中年轻企业、民营企业和外资企业表现尤甚。研究创新:将聚焦"三农"的国家扶贫开发政策与工业部门相结合,并着重探讨贫困地区的工业企业全要素生产率受政策影响情况。研究价值:为深刻理解国家扶贫开发政策的脱贫效用提供新思路。Research Objectives： Try to figure out whether poverty alleviation and development policy has spillover effect on industry department in poor region or not. Research Methods： Taking industrial enterprises＇ TFP as breakthrough point, use DID model to verify question mentioned above, according to a Quasi-natural test through the list of poverty alleviation and development county adjustment. Research Findings： （1） Poverty alleviation and development policy has spillover effect on industrial enterprises＇ TFP promotion; （2） Paths of promotion contains laborer quality promotion, scale economies enhancement and innovation incentives. And small enterprises and private enterprises benefit more in these paths; （3） Policy could attract social capital agglomeration, but causes private capital withdrawal and descent of TFP, as policy exit, especially in young enterprises, private enterprises and foreign-funded enterprises. Research Innovations： Combine poverty alleviation and development policy which naturally focused on ＂rural economy, rural development and rural demography＂ with industrial department, and analyze effects of policy on industrial enterprises＇ TFP in poor region. Research Value： Provide new idea in understanding policy＇s effect on alleviating poverty.
