产业转移中公众参与环境保护的有效性研究

摘　　要：我国中西部地区在积极承接产业转移过程中,保证"金山银山"与"绿水青山"的并存不悖需要公众的广泛参与,故而提升公众参与的有效性值得关注。本文阐述了产业转移中公众参与环保的重要性和必要性:产业转移引发的环境危机;政府的应然态度及产生的问题;公众的生态责任及良好的效应,并从公众心理层面和实践技术层面分析了当下产业转移中公众参与环保有效性存在的困境及对策。During the process of industrial transfer in mid-west China, the effectiveness of public participation deserves great attention to ensure the coexistence of economic environment and sustainable environment, which requires extensive public participation. Firstly, this paper elaborates the importance and necessity of public participation in environmental protection during industrial transfer from three perspectives： the environmental crisis caused by industrial transfer; government＇ s responses and subsequent problems, public responsibility and benign effects. Then it analyzes the dilemmas under- mining the effectiveness of public participation in industrial transfer and raises countermeasures in terms of public psychology and practical operation.
