摘　　要：在新时代背景下,新型基础测绘将是未来的重要方向。北京作为特大城市,针对新型基础测绘体系的构建,在没有经验可以借鉴的条件下,开展了专题研究、需求分析、生产试验等一系列工作,并以此为基础,突破性的形成了北京市新型基础测绘顶层设计方案。这为北京市新型基础测绘体系的构建起到重要指导和推动作用,也为国家新型基础测绘研究进行了有益的探索。本文主要围绕北京市新型基础测绘顶层设计研究中的关键环节、顶层设计内容及创新点进行了阐述。In the new era,the new fundamental surveying and mapping will be an important direction in the future.Beijing as a mega city,aiming at the construction of new basic surveying and mapping system,under the condition that no experience can be used for reference,a series of work such as thematic research,demand analysis and production test have been carried out,and on this basis,breakthrough generation Beijing new top-level design of basic surveying and mapping program.This plays an important role in guiding and promoting the construction of a new fundamental surveying and mapping system in Beijing.It is also a useful exploration for the new fundamental surveying and mapping of the country.This article mainly focuses on the key links,top design contents and innovation points of the top design of the new fundamental surveying and mapping in Beijing.
