摘 要:在保证经济社会正常发展的前提下,抑制运输业碳排放的过度增长已经成为保证环境可持续发展的关键问题。国际经验和教训表明,运输结构调整政策是降低运输业碳排放和改善运输业发展所带来的环境问题的重要手段。通过对欧盟,以及法国、美国、日本运输结构调整政策进行国际比较分析,分析其实施运输结构调整政策进行碳减排的经验。在此基础上,提出我国运输结构调整政策启示,即:加强铁路市场化经营,构筑公平竞争的市场环境,发展以铁路为骨干的多式联运。Sustainable development calls for the reduction of carbon emissions in the transport industry while maintaining economic growth. Experience from various countries indicate that structural adjustment is an important tool that improves the environment by cutting emissions from the transport industry. Based on a comparative review of policies taken by the EU, France, the US and Japan, this paper has analyzed their experience in reducing carbon emissions by optimizing the transport structure. In conclusion, the authors have proposed measures that include strengthening the market-oriented management, creating a fair and competitive market, and developing railway-based multimodal transport for Chinese policy makers.
