摘 要:中国煤电清洁发展法规政策不断完善,措施不断强化,煤电发电技术水平和污染控制技术水平已经达到世界先进水平。从成效看,大气污染物排放量快速下降、发电效率持续提高、碳排放强度不断下降、耗水与废水排放量逐年减少、固废综合利用水平不断提高;展望未来,煤电将持续发挥基础性和灵活性电源作用,发电技术将继续向高效低排放方向发展,污染物排放量将持续减少、能效水平将持续提升,中国煤电在各方面将全面达到世界领先水平,但仍面临碳约束等艰巨任务。The regulations and policies for the clean development of coal -fired power in China has improved and the corresponding actions has been strengthened continually. Electricity generation technologies and pollution control technologies have reached the world advanced level. Through the effects, the electricity generation effi- ciency keeps increasing while air pollutant emissions rapid decline, the carbon intensity continues declining and water consumption and wastewater discharge gradually decrease. In addition, the comprehensive utilization lev- el of solid waste continues improving. Looking forward to the future, coal -fired power will maintain its role as an essential and flexible power supply, the electricity generation technology will continue to develop towards effi- cient and low -emission, pollutant emissions will keep decreasing, and the energy efficiency level will continue to improve. Though the clean development is still facing several tough tasks such as the carbon constraint, coal -fired power in China will completely reach the world leading level in all aspects.
