摘 要:围绕Y县"农村社会工作本土化"这一创新案例研究发现,农村社会发展的倒逼、国家政策试点的引导及学者型官员的强力推动,是地方政府创新的结构化动力。政府体制资源的整合、创新的结构性扩展、创新的扩散及再生产是地方政府创新的运作机制。但压力型体制下地方政府创新动力的弱化,导致公共服务下乡背景下社会需求脱耦的内在困境。为推动地方政府创新可持续性发展,需要探索"互嵌式治理"的创新路径。Based on the analysis of the "localization of rural social work" in Y county, we find that reversed transmission of rural social development, the guidance of national policies and the strong promotion of officials are the structural driving forces of local government innovation. The integration of government system resources, the structural expansion of innovation, the diffusion of inno-vation and reproduction are the operating mechanism of the innovation of the local government. However, under the pressure system, the weakening of the innovation power of local government leads to the internal dilemma of the decoupling of social demand under the background of public service to the countryside. In order to promote the sustainable development of local government innovation, w,e need to explore the innovation path of "mutual embedded governance".
