长江经济带城市基本公共服务空间格局对比分析

摘　　要：利用地理国情普查成果、基础性地理国情监测数据以及相关专业资料,从基本公共教育机构、基本医疗卫生机构等五大类构建指标体系,综合分析评价长江经济带12个城市2015年和2016年基本公共服务水平,汇总城市基本公共服务空间格局变化结果,分析其变化情况。研究发现:(1)各城市之间以及城市内部各区县之间的公共服务水平存在较大的不均衡性,且公共服务水平高的城市公共服务水平发展也较快。(2)公共服务设施空间配置的区间差异化程度及其在监测期的演变因地而异。此次监测分析结果可帮助国家相关决策部门掌握长江经济带各示范城市的公共服务建设方面的发展状况,合理对各示范城市在公共服务建设方面的不足提供政策、资金等方面的支持和帮扶。This paper used the Geographical Census, basic geographic conditions monitoring data and related information, and built up an index system of the basic public education institutions, basic medical and health institutions and other five categories, , analysed and evaluated the basic public service level of Yangtze river economic belt in 12 cities in 2015 and 2016, summarized the urban spatial pattern change of public service. This study indicated that： 1） 2015-2016 the urban public service equalization degree difference is obvious; 2） the demonstration cities have their own development needs, gradually from the city center to the surrounding counties, the progressive realization of equalization of public services. The monitoring results of the analysis could help the decision-making departments to master the cities of the Yangtze River Economic Belt of the development situation of the construction of public service, and r provide policy and funding support.
