协同治理与生态型政府运行机制的构建

摘　　要：十九大报告提出,加快生态文明体制改革,坚持全民共治、源头防治,构建政府为主导、企业为主体、社会组织和公众共同参与的环境治理体系。生态文明建设的系统性与复杂性决定了任何单个的政府、企业或个体都难以摆脱生态治理的"囚徒困境","单刀手术"式修复必然会陷入生态治理的"公地悲剧"。现代治理实践与理论表明,多元主体的有效协作是实现国家治理现代化的有效路径。在中国,政府体制具有的条线化、组织化的架构体系,决定了由政府统筹协调社会资源推进社会治理是最效率的选择。浙江省长兴县在大力推进"绿色长兴"建设过程中,跨界资源整合、创新协同机制贯穿于生态文明建设的全过程,取得了显著成效,其路径设计和运行机制同当代西方"绿色政府"思路不谋而合,"长兴路径"为探索"生态型政府"建设及其运行机制的构建提供了颇多启示。The report of the 19 th National Congress of the Communist Party of China put forward that to speed up the reform of the ecological civilization system and adhere to the principle of common rule by the people,prevention and treatment at source,building an environment governance system with the government as the leading factor,the enterprise as the main body,the social organizations and the public participating together.The systematicness and complexity of the construction of ecological civilization determine that any single government,enterprise or individual can hardly get rid of the prisoner's dilemma of ecological governance.The repair of"single-knife surgery"is bound to fall into the tragedy of commons in ecological management.The practice and theory of modern governance show that the effective coordination of multiple subjects is an effective way to realize the modernization of state governance.In China,the structured and organized system of government system determines that it is the most efficient choice for the government to coordinate social resources and promote social governance.In promoting the construction of"Green Changxing",Changxing County,Zhejiang Province,cross-border resources integration and innovation synergy mechanism runs through the entire process of ecological civilization construction and has achieved remarkable results.Its path design and operation mechanism are similar to those of the contemporary Western"Green Government".The ideas coincide and the " Changxing Path" provides a lot of enlightenment for exploring the construction of"eco-government"and the construction of its operational mechanism.
